Cliff, before retiring as a Colonel in the U.S. Marine Corps, accumulated almost 30 years of service and professional experience in military command, control, communications and computers (C4) and, as an IT expert and strategic planner in the Marine Corps. He then spent several years in the commercial and government service sectors where he was a successful Delivery Manager, Project Manager and IT consultant. Cliff possesses extensive knowledge of Federal IT policy and procedures. He has established senior level collaborative forums, such as the Human Resources Management (HRM) Community of Interest (COI) for the Under Secretary of Defense for Personnel and Readiness. He assisted OASD (NII)/DoD CIO in implementation of DoD Net-Centric Data Strategy and provided project management for the Department of Defense (DoD) Net-Centric Enterprise Services (NCES) Collaboration project. Most recently, Cliff was a Senior Project Manager, Delivery Manager and Portfolio Manager with IBM supporting FEMA’s flagship EADIS program.
Cliff is a decorated Veteran with Legion of Merit Medal, Defense Meritorious Service Medal, two Meritorious Service Medals, Navy-Marine Corps Commendation Medal, Navy-Marine Corps Achievement Medal, two National Defense Service Medal, Southwest Asia Service Medal and, two Kuwait Liberation Medals. He holds B.S. in Education from Wilmington College and completed M.S. Graduate Work in Systems Management from University Southern California. He also holds M.A.(equivalent) in Military Studies from U.S. Marine Corps Command and Staff College, M.A.(equivalent) in Joint Strategic Studies from Armed Forces Staff College and, M.A.(equivalent) in Strategic Studies from U.S. Army War College.
